Bomb Threats: Training Implemented in Tashkent by the EU-funded Project LEICA

Law enforcement agencies across Central Asia have been inundated with bomb threat calls, often intended solely to disrupt the normal work of civilian organizations and businesses. Despite the prevalence of false alarms, every call must be treated with utmost seriousness as it could potentially signify a genuine threat. Considering this, the European Union-funded project Law Enforcement in Central Asia (LEICA) is taking proactive steps to enhance the response capabilities of Central Asian authorities.
Recognizing the critical need for effective response protocols, LEICA has facilitated a groundbreaking initiative in collaboration with international experts. The initiative, held in Tashkent, Uzbekistan from March 25th to 28th, 2024, brought together 22 law enforcement officers from all five Central Asian countries.
The primary objective of the event was to bolster the capacity of search and investigation agencies in assessing bomb threats, conducting search operations, and apprehending suspects. In an era where digital platforms play a pivotal role, participants were equipped with strategies to leverage social media and online resources for investigation and intelligence gathering. Participants were trained in critical procedures to be undertaken during and after identifying a threat, encompassing bomb management, explosive classification, and disposal techniques.
"We are deeply committed to enhancing the preparedness of our law enforcement agencies in addressing evolving security challenges," stated the LEICA representative. "By fostering international collaboration and knowledge exchange, we aim to fortify the resilience of Central Asian communities against potential threats".
