Central Asian Law Enforcement Officers Trained on Detection of Violent Radicalisation and Terrorism on Internet

In order to fight criminals and terrorists effectively, law enforcement agencies need to use increasingly sophisticated tools and technology. These include OSINT (Open Source Intelligence) and digital solutions to organize and interlink the information obtained.
 18 officers from the five countries of Central Asia travelled to Almaty and participated in the five-day regional training on online detection of violent extremism and terrorism.
The training, organized by the European Union-financed project LEICA, was conducted by four experts from France, Kazakhstan, and Spain, with experience in online terrorist profiling and open sources intelligence (OSINT).
They learned how to use sophisticated searching techniques and the experts provided them with tools for collecting information in open internet sources. They used the learned techniques to find details from photographs and videos found in open social media, social networks and message applications used more often in Central Asia. They also learnt how to use special applications to highlight the links between the information gathered and thus gain a clearer picture of a criminal or terrorist network. This activity included information on the experience of European law enforcement in profiling terrorist suspects in internet, the successes, and challenges.
LEICA had already before organized training on OSINT in several countries of Central Asia, but this time the training has been regional, where prosecutors, police, and security services of the five countries of the region had the possibility to interact with each other. In total, more than 80 law enforcement officials have participated in these seminars.
The Law Enforcement in Central Asia (LEICA) project is managed by the European Commission directly and through a consortium made up of French CIVIPOL and Slovak ISEMI, with the support of Interpol.
