LEICA Meeting With the Head of the Tajik Prison Department

LEICA Key Expert and LEICA National Expert in Tajikistan met on 28th of April 2022 with the Head of the Tajik Prison Department Mr. UMAROV Mansurjon Gofforovich. He briefed LEICA officials with the situation in penitentiary institutions in the country and the strategy until 2030. Prison Department is open to potential cooperation: it was discussed training in the area of dynamic security, information gathering/processing and prevention of riots in prisons. In the Tajik prisons there is a high number of inmates who are serving terrorism and extremism-related sentences and Prison Department is striving to train their staff on religion and terrorism (a manual is provided to their staff) and providing de-radicalization assistance to those inmates. However, the control of inmates’ activities is a must to prevent further radicalization and recruitment in prisons. Mr. Umarov in this regard informed that training is not enough, as technical resources are needed to implement this responsibility more efficiently.
