LEICA organized seminar on Prevention and reaction to serious crisis in penitentiary centers

20 senior officers of the Tajik Main Directorate of Execution of Criminal Sentences (GUIUN) under the Ministry of Justice, participated in a three-day seminar organized by the EU-funded project LEICA in Dushanbe. The seminar focused on the prevention and management of various serious threats to prison establishments: escape attempts, disorders/riots, hostages, arson, contagious disease, and even power outages.

Two Czech Republic prison experts shared with their Tajik colleagues practical and operational details that have to be considered to efficiently facing those threats. They used some video material with real cases and other scenarios that helped to understand what went well and wrong in the interventions.
A thorough planning and preparation enables a quick and effective reaction, and the participants agreed that this is decisive for the successful solution of serious crisis in prisons.

The Tajik officers actively participated, and they also shared with the Czech colleagues their experiences of daily work in prisons. Many aspects related to prison officers’ duties were discussed, including gender issues, as one of the participants managed a prison for women and was interested in every detail of prison work in Europe.

Group exercises on potential crisis scenarios in prisons were discussed later in plenary. This also contributed to an understanding of the importance of planning and preparation for crisis.

The European Union funded project LEICA is managed by the EU Commission, through a consortium made up by French CIVIPOL and Slovak ISEMI, with the support of Interpol.
