LEICA Organizes Extremism and Terrorism Prevention Training for Frontline Police Officers in Naryn

On July 7, 2023, in the city of Naryn of the Republic of Kyrgyzstan, the EU-funded LEICA (Law Enforcement in Central Asia) project completed a five-day training seminar on the topic: “The role of law enforcement agencies in preventing extremism and terrorism among the population”. The event was organized in cooperation with the Service for Combating Extremism and Illegal Migration of the Ministry of Internal Affairs of the Kyrgyz Republic (SPENM) in response to the Concept of State Policy in the Religious Sphere of the Kyrgyz Republic in the period from 2022 to 2026.
121 employees of district departments and the Regional Department of Internal Affairs (among them 13 female officers) got acquainted with the methods of preventing the radicalization of the population, preventing and fighting against extremism and terrorism, identifying external signs and behavior to recognize potential terrorists/extremists on the territory of the republic, as well as types of administrative and criminal liability for acts of extremist and terrorist orientation.
Particular attention was paid to the study of tactics used by the leaders of banned extremist religious groups to recruit and radically manipulate the population and ways to counteract attempts by such groups to destabilize the situation in the country. Theoretical classes ended with practical exercises to reinforce the topic covered.
Thus, LEICA and SPENM of the Ministry of Internal Affairs of the Kyrgyz Republic completed a series of seminars on the detection and prevention of terrorism and violent extremism for employees of the Ministry of Internal Affairs in all regions of Kyrgyzstan. Training has already been conducted in Osh, Issyk-Kul, Talas, Batken, Jalal-Abad regions during 2022-2023.
At the end of the seminars, the experts handed out more than 1,600 copies of methodological manuals, booklets and leaflets on the prevention of religious extremism, prepared by the Service for Combating Extremism and Illegal Migration of the Ministry of Internal Affairs of the Kyrgyz Republic and printed with the financial support of the LEICA project.
