The Role of Law Enforcement Agencies In Preventing Radicalization and Extremism In Society

The European Union-funded project LEICA (Law Enforcement in Central Asia) in close cooperation with the Kyrgyz Ministry of Internal Affairs (Department of fighting Extremism and Illegal Migration) has organized a five-day training seminar on countering terrorism and detection of radicalization from 5-9 September 2022. The seminar has taken place in the city of Osh (Kyrgyzstan). 128 first-line officers (7 women) of the Kyrgyz militia from districts of the Osh region participated in the event. 
The training was provided by three officers of the Kyrgyz Ministry of the Interior (MVD) and two experts from European Union member states (EUMS). The trainers provided information about the terrorist groups operating in Central Asia, and about extremist organizations prohibited in Kyrgyzstan, with details about how to recognize their signals and practices. Moreover, the EUMS experts, who participated online, presented their experiences in the prevention of terrorism and identification of signals of radicalization in communities by first-line police officers. Participants were very interested in these experiences and asked a good number of questions, which were thoroughly answered by the experts.
Trainees were distributed methodological manuals, leaflets and booklets, developed and prepared with the financial support of the LEICA project in cooperation with the Ministry of Internal Affairs of the Kyrgyz Republic, for use in the future in the daily service activities.
The project LEICA and the Kyrgyz Ministry of Internal Affairs are ready to continue cooperation and providing this training to all the seven regions of Kyrgyzstan in the coming months. 
The Project LEICA is implemented by the European Commission through a consortium made of French CIVIPOL and Slovak ISEMI, supported by Interpol.
